After spurt in crime, DGP issues strict instructions to state police

With the Dhami government coming under attack on the spurt of crime in Uttarakhand, DGP Abhinav Kumar on Wednesday issued strict instructions to the state police to immediately register cases and solve them quickly.

Presiding over a high level meeting of top police officials of the state, Kumar warned that strict action would be taken against SHOs and concerned area officers who show laxity or negligence, which will also include adverse entry in the ACR.

The percentage of the solved cases related to serious crimes like theft, vehicle theft, chain snatching, robbery etc. should be around 90 and the cases related to recovery of stolen and looted property should be more than 70, he said.

All information of the criminals, who are lodged in jails for vehicle thefts for the last three years, should be taken and regular monitoring of their movements should be done. Special attention should be given to vehicle theft incidents and the affected areas should be identified.

CCTV cameras should be installed in vulnerable areas, he said.

Referring to serious crimes, murder, robbery, dacoity, vehicle theft etc. in the last three years, he SSPs and SPs who are in-charges of districts to analyze the criminal data and prepare a plan of action for uncovering the crimes, recovering the property and taking preventive action.

In view of the problems faced by the general public due to processions, dharnas/demonstrations on the national highway, he asked the police to register cases against the protesters and also review such cases registered earlier.

In sensitive and serious crimes, the media should be briefed on time and information should be given about the action taken by the police. Also, the media will be briefed after the monthly crime report.

In other cases like inter-caste and inter-religious disputes, he said cases should be registered promptly and legal action should be taken as per law. Also, it should be ensured that no innocent person is harassed. Background information of daily wagers workers coming from outside the state for various should be collected and their verification should be done.

While reviewing the one month special campaign launched for the arrest of rewarded/wanted criminals, he directed all the district heads to take cognizance of the matter and take effective action to make the campaign successful. Instructions were also given to review the campaign weekly at the headquarters level.

Instructions were given for immediate action on crimes against women and children under POCSO Act, arrest of the accused under POCSO Act, statement of the victim before the Hon’ble Court, counseling of the victim by psychological expert, personal communication by Additional Superintendent of Police/Circle Officer level officer with the victim and her family.* Also, an education model will be prepared to increase awareness about POCSO Act in all schools and colleges so that students can be informed about these laws and helpline numbers should be publicized for the safety and assistance of women.

Stating that the cyber ​​crime is increasing in the country, the DGP instructed all district to take these cases on priority basis. Under the IT Act, trained inspectors should be appointed to settle the investigations quickly and public awareness programs should be run regarding cyber crime, he said.

In order to make Uttarakhand a drug-free state, he said big drug peddlers and sources of drugs should be identified and action should be taken against them.

Regarding traffic, DGP directed Traffic Director Arun Mohan Joshi to assess the manpower for traffic management so that more and more personnel can be appointed for traffic duty. Instructions were given to appoint them at hot-spots or accident-prone places and to take necessary action regarding cuts on main highways and driving vehicles on them from the wrong side.
