Uttarakhand govt to install MDTSS to check illegal mining

The Expenditure Finance Committee (EFC) headed by Uttarakhand Chief Secretary Radha Raturi has given its final approval for the implementation of the Mining Digital Transformation and Surveillance System (MDTSS) in four main districts of the state to stop illegal mining and increase the state revenue.

Through this new system, the government would strictly monitor illegal mining in Dehradun, Haridwar, Nainital and Udham Singh Nagar which would also help it to increase revenue from the sector, an official statement said.

The MDTSS proposal of about Rs 93 crore to be installed at 40 check gates has been approved in Tuesday’s EFC meeting of the Mining Department in the state secretariat which is headed by the Chief Secretary.

Out of the 40 check gates, 8 would be installed in Dehradun, 13 in Haridwar, 10 in Nainital and 9 in Udhamsingh Nagar. Under MDTSS, modern technology like ANPR camera, bullet camera, RFID radar, LED flood light will be used for the strict monitoring of mining activities. A Mining State Control Center (MSCC) will be established in Dehradun. Mini command centers will be established in the headquarters of these districts.

Raturi said that through MDTSS, continuous monitoring will be ensured on illegal and unauthorized transportation of minerals, excessive mining or extraction of minerals, overloading of vehicles carrying minerals, delivery contrary to the delivery location given in the transit pass, revenue loss due to illegal mining and other.  In this regard, the Chief Secretary called for an effective coordination with all the stakeholders related to mining and stressed the need to sensitize them.

Along with this, Raturi has directed to prepare an action plan for the welfare and development of the mining workers in order to provide good education and health facilities to their children.
